The short answer
An IVR phone menu is a recorded tree of options the caller navigates by pressing keys or saying a fixed word, and it only routes the call. An AI receptionist holds a conversation: the caller says what they want in their own words, and the agent answers, books or transfers. One sorts callers. The other serves them.
Everyone has pressed 1 for sales and 2 for support and then sat in a queue wondering which one they meant. The menu was the first automation on the phone, and it is the reason the words "automated" and "phone" make people brace. So it is fair to ask whether an AI receptionist is the same thing with a friendlier voice.

What an IVR phone menu actually does
IVR stands for interactive voice response. In practice it is a recorded prompt and a tree of options behind it: press 1, press 2, or on newer systems say a word from a short list the system has been told to listen for. Each option leads to another prompt, a queue, an extension, a recorded message or a voicemail box. The caller moves through the tree by choosing, and the system moves the call to wherever that choice points.
That is a genuinely useful thing to have when the choices are the right shape. A business with four departments, each staffed during hours, gets a call to the right desk without a person picking up first. The behaviour is deterministic, it costs nothing per call, it takes any volume without queuing at the menu itself, and it is usually built into the phone system already, so the line item is small or absent. A recorded prompt is also easy to audit, which matters in settings where every caller must hear the same words.
The limit is what the menu cannot do, and it is not a failing of any particular product. A menu routes. It does not answer a question, take a booking or find out what the caller needs. The caller has to translate their reason for ringing into one of the options on offer, and if the reason is not on the list, the only moves left are guessing, pressing zero, or hanging up. Every path has to have been foreseen when the tree was recorded, and the tree does not know your hours, your availability or your prices unless someone recorded them into it.
Speech-enabled menus narrow the gap without closing it. Saying "billing" instead of pressing 2 is still choosing a branch from a fixed vocabulary, and a caller who says something the system was not told to expect is back at the start of the tree. The recognition is better than it was. The shape is the same.
